Discussion took place regarding the Towyn disaster and on the responsibility of British Rail for the protection of their track. The need for deep-seated information was emphasised as the cause of the damage was not superficial.

Opinion differed as to the need for additional legislation on coastal planning. One view was that legislation took time and that results were best achieved by talking and working together. This might succeed provided that agreement could be reached on the solution and the financing.

Others held that new legislation was necessary and questioned whether present legislation was used fully and whether planners were using all available informationfrom the coast. There appeared to be no direct contact between Cleveland County Planning Department and the new coastal cell group.
