The view was expressed that too much change should not be attempted at one time. As the coastal cell group coverage was large there might be a need for some rationalisation of boundaries. An investigation on this was in progress. In order to realise group objectives it might be necessary to reject schemes which did not fit into the local strategy plan. It was suggested that it was not necessary for administrative boundaries to fit coastal cells.

The SCOPAC coastal group was reported to be considering extending its interests beyond shoreline protection to the wider scope of CZM but concluded that this could not be done using current powers and representation. One conclusion was to focus on the shoreline but to promote a wider approach.
