Many traffic management schemes require the production of Traffic Orders to enable their implementation and subsequent enforcement. This chapter gives a concise description of the main Acts that provide the legal basis for traffic schemes. The various Acts define the highway and the responsibilities and duties of highway authorities, as well as the responsibilities of road users and enforcement officers. Traffic engineers need to be aware of the legal aspects of their schemes; however, they are normally supported by the Highway Authority's own legal departments on detailed issues.
