Introduction

We now place much greater importance on environmental issues including global warming. The

unequivocal evidence of global warming is illustrated by the increase in the average ambient

temperatures, the melting of glaciers, and the rising sea level. As the global understanding of

climate change and the associated risks that correspond with it continue to develop, people are

becoming increasingly demanding about more political actions. Government regulations and

contracts have substantial potential for the reduction of global greenhouse gas emissions below
