Introduction to Paper 6 It said in the Paper that the Liverpool Street scheme took off only after the railway works had been clearly separated from the development. That might have given the impression that they were not integrated into a comprehensive overall scheme. It would be quite wrong to leave such an impression.

The overall design relies strongly on the link provided by the new concourse which can be thought of as part of a new City thoroughfare between Bishopsgate and Finsbury Avenue. All the rail and Underground passengers disgorge on to this thoroughfare and then circulate east or west. This, in itself, provides a great deal of vitality apart from the pedestrians who will also make use of the route through the concourse. In this way it can be appreciated that the railway development creates the artery that nourishes the commercial development.
