Methods of interpretation of the CPT have recently been proposed whereby the normalized penetration resistance is related to the state of the material. In sands the state parameter, ψ, is used to quantify state and in clays OCR is used. While the methods for sands and clays are very similar, they cannot be linked without accounting for differences between OCR and ψ and drained vs undrained partially drained response. This paper describes a unified empirical approach that is suitable for the limited data presented and which covers a range of materials from sands to clays.
