This essay is written by two practicing secondary school leaders/teachers in Kazakhstan, and attempts to give a “local” interpretation of education reform there since the early 20th century. The authors also use this forum to give their own vision of the secondary education situation there currently and perspectives on future developments. The essay also compares and contrasts professional thinking and ministry pronouncements and regulations on contemporary school reform, and makes the case for private sector efforts in the sphere of schooling.
