As with the ideas of NPM. the introduction of E-Govermnent also aims to achieve a reorientation in many areas of administration. Thus, in addition to technological considerations the issue of creating the organizational foundations for a comprehensive E-Government has to be looked at. We will therefore now move on to consider the necessary management, activities that need to be implemented in this regard. Those at the management level of the administration need not only to contribute to the introduction and development of E-Govemment, but are also required to learn how to deal adequately with the changes that, are brought about through the introduction of E-Government applications. In this regard there can be a direct, effect on organizational elements that, can be formally influenced. These are the strategy, the structure, and the organizational capacity (cf. Schedler & Proeller, 2003, p. 20f.). In addition, the culture, of the administration can influence the development, of E-Government. as an informal element.
