In order to actively develop E-Government for the future, models need to be developed that offer an action framework for such a development. Models can supplement existing terms and ideas with concepts, thus making them clearer with regard to content. They show up connections and explain possibilities and risks for practical use.

The basic model described below depicts a structured construction of a comprehensive E-Government in public administration. The existing E-Government applications are described and areas of administrative procedures are classified. In this regard, the interactions that take place within and outside of the administration will be considered.

E-Government supports the administration’s external interactions with politics, parliament and courts, citizens and groups as decision makers in the democratic process, companies as suppliers or cooperation partners, citizens or groups as customers or service receivers from the administration as well as with other external administrative offices. However, internal interactions placed within a government body can also be newly formed through E-Government. and integrated into the general system.
