Chapter 5: Extending the Model to Some Basic Condition

In addition to the active management of E-Government from the administration, some basic conditions, which can only be influenced to a limited extent by the public administration, need to be taken into consideration. "Electronic Government requires a regulatory and public policy environment that is conducive to electronic commerce, protection of rights, and an enabling legal framework for the digital transformation of government operations” (Gal-clow, 1999). In addition to the two areas, politics and law, mentioned in the citation above, the society as a whole and the external technological development have a bearing on the development of E-Govcrnment.

“For most local governmental organizations, the planning and management of E-Government applications is a complex and politically charged process” (Vriens & Achterbergh, 2004, p. 51). The basic political conditions include structures in which E-Government will be introduced as well as the presence of the topic in the political process.
