This chapter examines the circumstances surrounding the Japanese government’s introduction of the “Science and Technology Innovation Nation Strategy” in 1995, focusing on issues such as the relationship between investment input into technology innovation and economic growth, compares this with China’s current policy framework on innovation capacity, and puts forward some recommendations at the policy and institutional levels for technological innovation for China to strengthen future innovation endeavors.
