You mentioned a 100 year design life. What sea level rise was considered, considering criticality of water level to the design?

As reported in the paper an allowance of 0.5m was included. The Saadiyat Island Metocean Study (DHI) provided the basis for this allowance as described in the paper.

How did sea defence costs compare to the overall facility cost?

Unfortunately, the author does not have access to the cost information needed to answer this question. However, if the cost of the reclamation platform and concrete beach are included in ‘sea defence’ then these costs certainly make up a considerable proportion of the overall shell construction cost.
