Current methods of evaluating public systems underestimate the creation of value generated by these approaches, thereby jeopardizing the quality of the resulting public policies. The concept of socio-economic evaluation, derived from the socio-economic theory, provides methodological keys to better evaluate public systems. Using the case of the Ateliers Santé Ville (ASV), this chapter shows the hidden socio-economic performance of this scheme and describes the methodology used to achieve it. The results show that the ASV scheme, which is relevant from the point of view of public health, is economically viable.
