Abstract
This chapter examines top-down and bottom-up approaches to embedding Education for Sustainable Development (ESD) in higher education institutions (HEIs), with a specific focus on a case study in Malaysia. It provides a comprehensive analysis of how these approaches are implemented within the Malaysian context, which offers a unique perspective due to its diverse educational landscape and the government’s commitment to sustainability in higher education. Through interviews with 45 participants, this study explores how different Malaysian public universities have adopted and adapted ESD. The sample includes senior management, middle management and lecturers from public universities across the country, with data analysed using thematic analysis. The findings highlight the importance of combining top-down and bottom-up strategies to achieve effective ESD integration. Most public universities have successfully implemented bottom-up initiatives, such as student-led sustainability projects, which have resulted in meaningful and impactful ESD integration. However, the bottom-up approach faces challenges in ensuring consistency and coherence across institutions, often leading to fragmented or isolated efforts, as diverse local inputs and initiatives result in varying practices that lack uniformity. In conclusion, integrating ESD in public universities is a complex challenge that requires adaptive and collaborative strategies. The findings presented in this chapter contribute to the broader discourse on ESD integration, offering valuable insights for policymakers, educators and institutional leaders worldwide.
