The book thus far has outlined that achieving Sustainable Development Goal (SDG) 4, equity in education for all is paramount. As Knowledge and Innovation Exchange (KIX) (2019) identifies learning outcomes are central to the global education agenda set out in the SDGs and the Education 2030 Framework for Action, so the measurement of these outcomes is also a priority. SDG 4 sets out 10 ambitious targets that include improving learning outcomes and half include developing learning skills for all from early childhood to adulthood. Global Partnerships for Education (GPE), statespeople elected by their people to represent them in governments, civil society, professional educators and administrators, organisations and philanthropists worked towards developing a global mandate for strengthening learning assessment systems.
