Defining quality education is a complex undertaking as education is embedded in the cultural, political and economic environment of a country. Furthermore, quality education appears to be a contested term as it is interpreted differently based on the level at which action is required. At the international level of action, however, quality is based on three fundamental principles: the need for education to be relevant; allowing for greater equity of access and outcome and for education to ensure proper observance of individual rights (EFA, 2005).
