In the previous chapters we introduced the quantum equation of development, a framework to understand and track the drivers of development and analysed its components grouped into two main blocks: the Energy block and the Quantum Learning block.

However, the objective of any theoretical framework is ultimately to guide action, to align the practice with the conceptual foundations. In this last chapter we introduce a five-phase methodology showcasing how to use the quantum governance framework in real-world public policy settings.

The five phases of the guide (Figure 39) are: 1. Identifying the ‘rules of the game’; 2. Setting the theoretical foundations; 3. Establishing a strategy; 4. Outlining a plan; 5. Implementing the plan.
