Technology is delivering and will continue to deliver new and wide-ranging challenges. Given the pace of change, we must act quickly to respond to the huge opportunities these present as well as the risks. Some of which, we hope, this handbook can help you to navigate.

Our underpinning belief guiding our advice in this handbook is that we are not, and should not ever become, a machine-led society.

We are a society that can and does independently select and use the tools of technology to build better awareness of data use, data protection, inclusive government services, accurate digital identities and a reduction in technology that excludes those who have not built it.
