Laissez faire or pluralism: telecommunications infrastructure in 2010

Discusses relative merits and demerits of two scenarios developed for the IEEE‐USA/Cornell workshop. Gives the public’s view and warns against underestimating the need for regulatory oversight. Concludes critical factors are the political will of the body politic, human psychology, as reflected in individual decisions and corporate actions, and the efficiency of traditional regulation in enabling the vision.
