Yaroslav Eferin is based at the World Bank, Washington, USA. He is a Consultant in a digital development unit at the World Bank. He has been responsible for the projects related to digital economic development in Russia, specifically for the development of digital economy country assessment methodology at the national and regional levels. Among others, Yaroslav was actively involved in the writing of the World Bank Report “Competing in the Digital Age: Policy Implications for the Russian Federation.” Before joining the World Bank, Yaroslav worked as an intern for Russian Venture Company in Moscow and for the Centre for Social Innovation in Vienna, analyzing science, technology and innovation policies in developed and emerging countries. Yaroslav holds an MA degree in governance in science, technology and innovation and a BA degree in world economy from the National Research University Higher School of Economics. He speaks Russian, English and German.

Dr Yuri Hohlov is Chairman of the Board of Directors at the Institute of Information Society, Moscow, Russia. He is a Founder and has been the Chairman of the Board of Directors of the Institute of the Information Society (Russia) since 1998. He is also a strategic consultant and practitioner in the field of ICT for socio-economic development. Hundreds of the information society development projects have been carried out under his supervision at the global, national, regional and local levels. Dr Hohlov has been the Chairman or member of international (United Nations, World Bank, World Economic Forum, etc.) and national (the high-level expert and advisory group of the council on the Information Society Development under the President of the Russian Federation, the expert council under the Government of the Russian Federation, digital transformation council under the NGO Digital Economy, etc.) expert councils. He was also among the creators of the national science foundation, the Russian Foundation for Basic Research (1993), and directed its ICT Department. In 1996, he served as a Deputy Director of the Russian State Library and was responsible for IT and library automation services. In 2000, Dr Hohlov became a Corresponding Member of the Russian Engineering Academy, and in 2004, he was elected an Academician in the “Information Systems, Computing and Electronics, and Telecommunications” section. He has published several books and more than 200 papers. He holds a post-graduate degree and PhD in mathematics from Kazan University (Russia). He speaks English and Ukrainian.

Carlo Rossotto is Lead ICT Specialist at the World Bank, Washington, USA. He is a Lead ICT Specialist at the World Bank and leads the Digital Economy Window of the Digital Development Partnership, the new trust fund facility bringing together governments and leading technology firms to foster digital development. During his career at the World Bank, he has been responsible for lending technical assistance in Europe, the Middle East, North Africa and East Asia. He coordinated the Eastern Europe and Central Asia/Middle East and North Africa ICT team at the World Bank for several years. Carlo is one of the World Bank’s leading authorities on broadband and the digital economy. He has advised top-level policymakers on broadband, technology and development in the context of over 40 client-facing engagements, including in Russia, Ukraine, European Union, Egypt, Algeria, Tunisia, Morocco, Jordan and in fragile and conflict-afflicted states (West Bank and Gaza, Cambodia, Bosnia-Herzegovina, Libya and Iraq). He represented the World Bank at the G20 working group on Digital Economy. Before joining the World Bank, Rossotto worked at the Inter-American Development Bank and in management consulting, advising leading European tech firms on demand analysis, marketing, corporate strategy and regulatory affairs. He holds post-graduate degrees in economics and business administration from Bocconi University in Milan and in financial and commercial regulation from the London School of Economics. Rossotto speaks Italian, English and French and some Spanish, Russian and Arabic.
