Definition of target areas and target levels is an essential aspect of training planning. This definition is followed by the planning of training programmes with the aid of which the programme participants will be enabled to accomplish their training targets, which should be derived from the training needs. However, it has been found both difficult and laborious to arrive at a definition of qualitative training needs. The information yielded by survey‐type questionnaire studies does not usually correspond to the amount of work and expense they require. They do not provide an adequate basis for defining the target areas and target levels. These experiences formed the point of departure for the development of the methods set forth here.
