The Council has endorsed a programme to support European exchange schemes for young people. Ministers agreed a £229 million budget for 2000 to 2004 for the youth programme which will include a voluntary service scheme. This aims to promote active citizenship and job-related skills, and strengthen co-operation on work with young people by supporting the exchange of good practice and training for youth leaders. The programme will bring together two existing programmes, Youth for Europe and European Voluntary Service, as well as other pilot projects.
