Viewpoint: Is a doleful future inevitable?

In many countries unemployment is high, while a particularly disconcerting feature is the growth in longterm unemployment: that is, more than one year. In many areas it has soared to alarming proportions — 30 per cent or more — and poses new policy problems; for the longer a person is out of work, the harder it is to escape from unemployment.
