There is complete liberty in this country for anyone to set up a teaching institution and run a private school or college, irrespective of any relevant qualification. The State system (public sector) of education requires that only trained teachers can teach in a primary school, and qualifications are also required for anyone wishing to teach at secondary level. These requirements do not however apply to the private sector. So far as further education is concerned, qualifications are not required in the public or private sectors, although in fact most teachers in both sectors possess academic qualifications and/ or relevant practical experience.
