A new organisation, the British Accreditation Council for Independent Further and Higher Education, to monitor standards in the independent sector of further and higher education, was launched in November and replaces a scheme previously operated by the Department of Education & Science which closed down in April 1982. Lady Plowden said that this had caused great concern in both the public and independent sectors, and had resulted in the setting up of a working party to recommend what action should be taken. The report and recommendations of the working party led to the establishment of the new body, a company limited by guarantee with charitable status.
