The Engineering ITB made two important announcements on 1st September. Early in August it had sent out to the 30,000 firms on its register Form S2 — Return of Employment, Numbers being Trained and Training Staff 1965 — which called for information on three points: first and principally, numbers under training in each of eight categories related to the numbers employed in each of these categories; second a return of trainees on day and block release; third, a return of staff engaged on training. With it the Board also sent out Information Paper No 2, which explained how to complete Return S2. The return is due to be completed on 18th September and subsequently on 16th October and 13th November. But the form proved to be so difficult to complete that further information was circulated in September.
