Technical education for developing countries

The rulers of new nations are acutely aware of shortages of men and women with technical skills. Project after project must be discarded, even when money is available from loans or grants, because trained manpower cannot be provided. If invited to start new industries, private organizations lose interest when they discover that trained workers cannot be obtained, and government services and industries may be slowed to a standstill when expatriates go home.
