Significance
Sargsyan referred to pledges to observe the ceasefire, allow more international monitors and investigate clashes. There was no official mention of conceding Armenian-controlled territories to Azerbaijan, one of the issues at the heart of a two-week hostage crisis in Yerevan. Widespread public sympathy for the gunmen reflected deep anger with the government.
