Subject

Kyrgyzstan's limited foreign policy options.

Significance

Under President Almazbek Atambayev, Kyrgyzstan has moved from a multi-vector foreign policy to a more exclusive political orientation towards Moscow. While Russia has crowded out Western states, China's economic influence is quietly growing, with a lesser security component to its regional interests.

Impacts

Chinese loans will add to already-mounting debt levels.

While focusing on Moscow, Atambayev will court the EU.

Despite border trade irritants, Kazakhstan will remain a staunch regional partner.
