Significance
The scheme has had surprising levels of take-up even though the Far Eastern Federal District (FEFD) is among the harshest and least well connected territories. Settlers are offered a free plot and various subsidies to grow food.
Impacts
Even the most optimistic scenario will result in the Russian Far East's population stabilising, not rising greatly.
The demographic imbalance with north-eastern China means fears of a Chinese influx will persist.
Regions with less extreme climates may find it easier to attract and retain settlers.
