Ryan said he will stay on as a representative until this Congress ends in January 2019. However, his departure as speaker, even before it comes, will bring various partisan and policy difficulties for the Republicans.
Ryan’s departure and possible Republican infighting could help the Democrats win the House in November.
A Democrat-controlled House would increase pressure on the White House by constraining Trump’s agenda.
If Kevin McCarthy succeeds Ryan, this could make a Trump push for fiscal rescission more likely, though still probably unsuccessful.
Talk of budgetary rescission could alienate businesses and voters, fearful that the budget and government spending cannot be relied upon.
Ryan is young enough with sufficient name recognition to bid for the White House in 2020, 2024 or later.
