Significance
While provincial premiers have been asking for more than the federal government is now offering, Trudeau’s plan for additional spending over the next ten years will make the amount on offer attractive. The catch will be the conditions that Ottawa wants to add.
Impacts
Conservative governments in Alberta, Ontario and Quebec will try to increase the private sector’s role in healthcare delivery.
Attaching more conditions to federal funding will exacerbate existing federal-provincial tensions.
Ottawa’s offer contains a level of new spending that is likely to expand the federal deficit.
The left-leaning NDP, which has an informal alliance with Trudeau’s Liberals, will push for more federal healthcare spending.
