Significance
The dam project, situated near the source of the Blue Nile, has long been a centrepiece of Ethiopia’s development plans, but also a major source of tension with downstream countries, most notably Egypt, which fears the impact on its water supply.
Impacts
Ethiopia’s desire to restore relations with Western donors after the Tigray conflict could make it more receptive to outside mediation.
Egypt may seek to leverage growing international concern around climate change to bolster its position.
Irrespective of a deal on Nile waters, climate change may force Egypt to revisit some of its water-intensive agricultural practices.
