The new Russian space conglomerate, Roscosmos, will take over the responsibilities of its former namesake Roscosmos and the space-systems integrator, United Rocket and Space Corporation (URSC). The aim is to increase the efficiency and effectiveness of a space industry that has recently had a number of high-profile failures. The reorganisation will underpin increasing commitments to modernise Russian military space capabilities and bolster Russia's presence in an increasingly commercialised space market. Russia is also developing its own cosmodrome to end its reliance on Kazakhstan's Baikonur, but the facility is severely delayed.
Pressure on Roscosmos budgets may force retrenchment to old designs.
In the long term, Kazakhstan may look to offer Baikonur to China once Russia ends using the facility.
