Significance
The increase will improve the OSCE's ability to cover the ground, but marginally. Even 600 is still too few observers for comprehensive monitoring, and many will stand idle without access to crucial areas.
Impacts
OSCE monitors will limit the ability of rogue militants or Ukrainian 'volunteers' to trigger escalation incidents.
Yet they cannot predict or avert military moves by Russia.
Moscow will continue to dilute core in-the-field tasks and distract OSCE monitors by manipulating their mandate.
