Significance

California is in the middle of a historic drought, although it is only one of many areas around the world with water scarcity. However, unlike many water-threatened areas in the Middle East and Central Asia, California has the economic resources to sustain capital- and technology-intensive water conservation techniques, which could then be exported elsewhere.

Impacts

Communications infrastructure will be necessary for many developing countries to monitor drought levels.

This will offer an additional impetus for foreign aid to these regions.

It will also encourage states that share water basins to establish regional multilateral organisations.
