Significance
President Tsakhia Elbegdorj recently declared a status of 'permanent neutrality' for Mongolia. Being only a minor power has advantages that Ulan Bator can exploit. However, a lack of geopolitical weight exposes it to international developments shaped by the major powers.
Impacts
Ulan Bator will find it difficult to square neutrality with the way it has conducted foreign policy in the past.
If India's membership bid for the Shanghai Cooperation Organization succeeds, Mongolia might be encouraged to join too.
Ulan Bator could become less willing to commit to military operations overseas.
