Significance

At least 19 people were killed, the water-supply of Delhi was temporarily threatened and an estimated 3 billion dollars in production have been lost. Rioters demanded the designation of the Jats as an 'Other Backward Class' (OBC), entitled to reservations in public sector education and employment opportunities. The Haryana government has conceded these demands, but the matter is unlikely to end there.

Impacts

Reservations are divisive nationwide, but agitations for or against them will probably be regionally concentrated.

This narrows the geographical risk of violence, but riots in industrialised states will cost more than those in agrarian states.

Youth unemployment or underemployment is the greatest political instability risk, but not all their protests will be violent.
