Anti-corruption efforts in Mexico.

Significance

A citizen proposal for a new anti-corruption Administrative Responsibilities Law -- dubbed the 3/3 Law -- was introduced to the Senate on March 17. Approval of the law, and of other bills on transparency and accountability, is essential for the successful implementation of the 2015 constitutional reform that is to set up Mexico's new National Anti-Corruption System (SNA). They are among the bills that will be prioritised for congressional debate before the current legislative period ends on April 30.

Impacts

Ongoing tax-related 'Panama Papers' revelations could bolster public support for the 3/3 Law even further.

While all parties will pay lip-service to transparency, the bill (if passed) is likely to be watered down.

Regardless of its passage, the bill represents a civil society watershed; citizen initiatives on other issues could follow.
