Subject
Efforts to promote science, technology and innovation.
Significance
Peru and Uruguay have recently sought to reverse decades of neglect in science, technology and innovation (STI) policy through reforms and increases in public funding. However, STI capacity and research and development (R&D) output in these countries compare poorly against averages for their upper-middle-income group.
Impacts
Recent strong primary sector-led growth in Peru and Uruguay may not be sustained.
Both countries need to increase productivity and diversify their economies to maintain long-term competitiveness.
Increasing expenditure on R&D will be crucial to this end.
