Significance
The AHCA is an intended legislative vehicle for the Republican vow to ‘repeal and replace’ the Affordable Care Act (ACA or ‘Obamacare’) that has been at the core of their political message since 2010. Tactically, the supporters of the Republican health bill hope to use a legislative process known as ‘reconciliation’ to pass the bill.
Impacts
Conservative discontent, White House pressure or a backlash in the 2018 midterms could imperil Ryan’s speakership.
Supporters of the Republican bill will argue that pending pro-business measures mean the CBO’s study is too narrowly focused.
However, unelected policy researchers at nonpartisan public bodies are an easy political target for policymakers.
