Decisions on key issues in Russia are taken by a small circle of officials around President Vladimir Putin, some of them long-term associates and others younger but equally loyal technocrats. Recent appointments point to a generational shift, but many veterans remain in place as they are indispensable or close friends. This contrasts with the treatment of lower-level officials, who are more vulnerable to anti-corruption drives directed from above.
While Putin will retain his inner circle, ministers and especially regional governors will remain more vulnerable.
