Significance
Zavala’s appointment means that there will be no major changes in economic policymaking. However, the forced resignation of his predecessor, Alfredo Thorne, shows once again the institutional precariousness of Peruvian politics and the power of the opposition parties (with their majority in Congress) to dictate terms to President Pedro Pablo Kuczynski’s administration.
Impacts
The concentration of power in Zavala’s hands will make him a key target for opposition attacks.
FP may suffer from rivalries between Keiko Fujimori and her brother Kenji.
The eventual release of Alberto Fujimori from prison would further polarise politics.
