Significance
The vote followed the bill’s approval on August 3 by the Chamber of Deputies, in which President Evo Morales’s Movimiento al Socialismo (MAS) enjoys a commanding majority. Reopening the TIPNIS debate is a potentially dangerous move on the part of the government that could provoke a renewed opposition offensive.
Impacts
The TIPNIS project is crucial to the government’s plans to increase Bolivia's integration with neighbouring countries.
Other development projects, such the building of dams in the Amazon, may be contingent on success in building the TIPNIS road.
The development of the road would prompt strong criticism from international environmental organisations.
