The impact of farm protests in Paraguay.

Significance

In a surprise reversal, President Horacio Cartes vetoed a bill to bail out the debts of small farmers, which was passed following weeks of disruptive protests by farmers. Congress has yet to vote on whether to overturn his veto, but protests have been halted for the time being.

Impacts

Farmers' protests are likely to return in coming months as the presidential primaries for the 2018 elections draw near.

Aid to farmers is likely to be used for electoral ends, to avert a backlash against Cartes’s chosen successor.

The issue has put the opposition Frente Guasu and anti-Cartes Colorado factions on the back foot, for now.
