Significance
Receding ice and commercial shippers seeking quicker routes from Asia to Europe are accelerating international activity in the Arctic. The Arctic states are developing a nascent governance structure for the resource-rich and increasingly accessible seabed, as Russia increases its military presence and several protracted territorial disputes await adjudication in coming years.
