President Mohammed Abdullahi ‘Farmajo’ on January 21 dismissed Mogadishu's mayor, Thabit Abdi Mohammed, over political differences. Thabit's supporters alleged that the federal government was attempting to undermine Mogadishu elites campaigning for greater autonomy for the Banadir region (which houses the capital and its environs), who had selected Thabit as the voice of their aspirations. Thabit's fall could stifle debate on the issue for now, but Banadir’s future status in Somalia’s federal structure poses a persistent risk of inflaming tensions between Mogadishu elites, regional leaders and the federal government, all of which are vying to influence legal settlements over how power and resources are shared.
Changes to Mogadishu’s political structure or boundaries would complicate already-delayed efforts to prepare for direct elections in 2020.
Mogadishu businessmen will seek an outcome to the Banadir status debate that ensures they face the least taxes.
