Significance
Policies that will define Russia's domestic direction over the next six years are starting to take shape. President Vladimir Putin's developmental goals are ambitious and encompass infrastructural development and social policy, but no fundamental reforms. The cabinet is meant to deliver these policies rather than come up with its own. Moscow is resigned to continuing Western sanctions while seeking to engage foreign investors.
