Significance
A large number of other Conservative members of parliament are also unhappy with aspects of the Chequers statement, which sets out plans for close ties with the EU for trade in goods based on a 'common rulebook', a looser relationship on services, continued ties to a small number of EU agencies and a 'migration framework'.
Impacts
The reshuffle does not change the overall numerical balance of ‘Remain’ and ‘Leave’ supporters in cabinet.
The departures of Davis and Johnson will not affect day-to-day Brexit negotiations, handled by May's EU adviser Oliver Robbins.
From the EU’s perspective, the Chequers statement will look like ‘cherry picking’, so Brussels may demand further concessions.
