Corruption investigatons.
Significance
President Juan Orlando Hernandez in August signed a decree authorising the formal start of dialogue with the opposition following the contested elections of November 2017. It is unclear whether this dialogue will result in any agreement. It appears Hernandez was forced to revive it due to increasing domestic pressure, in particular, the launch of a new corruption investigation, ‘Pandora’.
Impacts
Human rights concerns could weigh on donor aid to Honduras, and on loans linked to transparency progress.
The resumption of dialogue will lead to a decline in protests in the short term.
A breakdown in talks, or any Pandora revelations directly linked to Hernandez, will trigger an upsurge in protests.
